The Beitou Incineration Plant was established on July 1, 1991, originally named Shilin Incineration Plant. On July 1, 1995, it was renamed Beitou Incineration Plant after its address was reassigned to the Beitou District. It is affiliated with the Taipei City Government Environmental Protection Bureau. The observation deck is located on the plant's colorfully painted chimney tower at an elevation of 116 meters and can be reached by taking a transparent scenic elevator from the 1st-floor entrance. The observation deck is a floor with 360-degree large floor-to-ceiling windows, offering panoramic views of mountain ranges such as Yangmingshan, Guanyinshan, and Datunshan. Visitors can also observe Shezi Island, nestled between the Tamsui and Keelung rivers. Looking down, one can see a vast expanse of mountains, rivers, and wetlands, as well as the lush, flat Guandu Plain. In the evening, the sunset over Guanyin Mountain and the brilliant night views are all visible, making it a famous viewing spot in Taipei City. The floor also provides informational displays comparing the views to actual landmarks.
