In October 1967, the government began construction of the Zengwen Reservoir. This area was originally the prime agricultural land of Dapu Township, known for producing high-quality rice. After the reservoir land was acquired, there were still 2,700 unclaimed graves in the submerged area. Consequently, government agencies provided partial funding, and local residents raised donations to construct the Zengwen Temple Seven-Jewel Pagoda to the left of the Township Office to house these unclaimed remains. To further enhance tourism development in Dapu Township, the pagoda was renovated, transforming it into a religious tourist attraction.
