Zhongjiao Bay, located at kilometer 39 on Provincial Highway 2, features a sandy coastline with an inward-curving bay mouth. Year-round northerly winds create beautiful, towering waves, making it the most renowned surfing paradise on the North Coast. On holidays, numerous surfers gather to ride the wind and waves, presenting a unique surfing spectacle. To enhance the surfing environment at Zhongjiao Bay, promote tourism development on the North Coast, and in response to surfing being included as one of the five new sports for the 2020 Tokyo Olympics, on January 18, 2019, Premier Su Tseng-chang led the Ministry of Transportation and Communications, Ministry of Education, and other relevant ministries and agencies, accompanied by New Taipei City Mayor Hou Yu-ih, to inspect Jinshan Zhongjiao Bay. He instructed that Zhongjiao Bay should become an international surfing base for nurturing and training surfers. Subsequently, on January 25, 2019, Minister Lin Chia-lung of the Ministry of Transportation and Communications convened representatives from the Ministry of Education, Council of Agriculture (now Ministry of Agriculture), National Development Council, Ministry of Transportation and Communications, Directorate General of Highways (now Highway Bureau, MOTC), Tourism Bureau (now Tourism Administration, MOTC), and other relevant agencies to coordinate and divide tasks, establishing a surfing training base centered around Zhongjiao Elementary School. Under the premise of not destroying the natural landscape, the plan was conceived to construct the Zhongjiao Bay Visitor Center and a surfing service center next to Zhongjiao Bay Beach, positioning Zhongjiao Bay as an 'International-Class Surfing Base'! On December 22, 2019, the Zhongjiao Bay International-Class Surfing Base was officially opened. Premier Su Tseng-chang of the Executive Yuan attended the opening ceremony and expressed his hope that Zhongjiao Bay would become an international surfing mecca, attracting surfing enthusiasts from both Taiwan and abroad. He further hoped that Zhongjiao Elementary School and Jinshan Senior High School would serve as training bases for professional surfing talent, nurturing more surfers to bring honor to the nation in international competitions.
