Magong City, also known as 'Penghu City' or 'Guangxu City', was the last officially constructed city in Taiwan. During the Sino-French War, Penghu was easily captured by French forces. After the peace treaty, Liu Mingchuan, Governor of Taiwan, and Yang Changjun, Governor-General of Fujian and Zhejiang, met to plan defenses. They believed it was necessary to build a city with military defensive capabilities in Penghu. Consequently, it was supervised by Wu Hongluo, then Penghu Commander, and completed in the 15th year of Guangxu (1889).
