Xiyu East Battery, also known as Dongtai Fort, traces its origins back to the Guangxu reign of the Qing Dynasty. A new type of coastal defense battery was initially constructed in Xiyu, but before modern cannons could be installed, it was attacked by French forces during the Sino-French War. Unable to retaliate, the French successfully occupied Xiyu and Makung. After the Sino-French agreement, French forces withdrew from Penghu. Liu Mingchuan subsequently petitioned multiple times for the strengthening of Penghu's coastal defenses. In 1887, construction began on four batteries to defend Penghu, with Xiyu East Battery being one of them.
