The Xiwei Spire is located on the intertidal zone along the coast of Xiwei Village, an area where local residents gather shellfish and collect seaweed. Originally, due to turbulent tides flowing towards the Tongliang Cross-sea Bridge, residents worried about adverse effects on the village. Therefore, a spire was built to manage the water and mitigate its perceived negative influences. It is also close to Xiwei Fishing Port, serving to protect fishing boats entering and leaving the waters safely. It was originally a seven-story pointed spire made of basalt. After two renovations, it became the nine-story structure seen today (including the finial). Therefore, local residents also call it the "Nine-story Spire."
