The Old City of Fengshan County, founded during the Kangxi Emperor's reign of the Qing Dynasty, is located in present-day Zuoying District. It was the first county seat of Fengshan County after the Qing government established its rule over Taiwan, and also Taiwan's first earthen city wall. During the Lin Shuangwen Rebellion in the Qianlong Emperor's reign of the Qing Dynasty, the old city fell, and political and economic power shifted to Xiapi-tou Street (present-day Fengshan District), which became the New City of Fengshan. However, the new city was difficult to defend due to frequent banditry and unrest. During the Daoguang Emperor's reign (1862), official and civilian forces were again mobilized to rebuild Taiwan's first sturdy stone city wall on the original site of the old city, which is now the Old City of Fengshan County in Zuoying.
