The original Xinhua County Assembly Hall was built in 1937, serving as a public gathering place for the people of the Xinhua area during the Japanese colonial period. It was registered as a historic building in 2008. In 2018, the Tainan City Government renovated and transformed it into a youth library, making it the first library in Tainan City to be located within a historic building. It retains its original wooden structure and primarily serves as a reading space for teenagers, housing a collection of books suitable for young readers, including popular science, literature, art, and inspirational lifestyle books.
