In 1624 AD, after the Dutch built Fort Zeelandia in Anping, they chose Chihkan, located across the Taijiang Inner Sea (which Tainan at the time referred to as the site of the Siraya people's Chihkan community), due to the strategic importance of its hinterland. They then constructed another political and economic center there—Fort Provintia (now Chihkan Tower). This development led to the creation of Chihkan Street and Provintia Street, which marked the beginning of the city's prosperous commercial history.
