According to historical records, in 1665 during the Koxinga period, salt flats already had salt pans, then known as Laikou Salt Field, possibly Taiwan's first salt field. The city-designated historic site, the former Tainan Branch of the Taiwan Governor-General's Office Monopoly Bureau, is now commonly known as the 'Yancheng Office'. The main building served as a salt administration office during the Japanese colonial period and is the only preserved Japanese-style building constructed by relocation. It was designated as a city-level historic site in 2003. Restoration work was carried out by the Tainan City Cultural Heritage Management Office in 2015 and completed in 2017.
