Built in Meiji 44 (1911) during the Japanese colonial period, the Taichung City Office Building features a Western Classical Revival architectural style and is renowned for its Tatsuno-style red and white brickwork. It was also the first reinforced concrete building in the Taichung area. Originally, it housed the Taichung Prefecture Public Irrigation Association Office and the Taichung City administrative office. Over the years, it also served as office space for departments such as the Municipal Archives, Press Room, and Bureau of Transportation. It is now a prominent landmark and a historical symbol of the city, designated as a historic building in 2002 (Minguo 91).
