To develop Taiwan's sugar industry, the Japanese devoted themselves to cultivating and propagating sugarcane seedlings. They chose the Xinshe River Terrace Group, known for its excellent climate and soil, to establish the Danan Zhuang Sugarcane Nursery. However, duedue to water scarcity on the plateau, they had to search for a water source. After much trekking through mountains and rivers, they finally selected the Baileng Highland in the upper reaches of the Dajia River. To divert water from the Dajia River, engineers conceived the 'siphon principle,' which led to the creation of the present-day Baileng Canal.
