Reverend George Leslie Mackay, a Canadian Presbyterian missionary, arrived in Tamsui in 1872, beginning his missionary journey in Taiwan. The Mackay Memorial Hall was Mackay's residence in Taiwan at that time. It was personally designed and supervised by Mackay in 1875, built with materials from Xiamen into a Spanish-style whitewashed arcaded building, well-suited for Northern Taiwan's humid and rainy climate. Mackay married and raised children here, sharing countless years with his Taiwanese wife, Chang Tsung-ming, until his death from illness in 1901.
