The Seaview Embankment is located within the Waziwei Nature Reserve in Bali District, New Taipei City, specifically at Lane 87, Section 1, Zhongzheng Road. It faces the estuary, with Fisherman's Wharf to its right and Bali to its left. The embankment is 306 meters long in total, marking the uppermost estuary of Waziwei Lagoon, and is the best spot to view both banks of the Tamsui River and its mouth. The area near the Seaview Embankment was formerly guarded by military personnel, and thus entry was prohibited. However, it has since been opened to the public for wave watching, birdwatching, and scenic viewing. Bali Waziwei and Tamsui Youchekou stand on the south and north banks of the Tamsui River, respectively, facing each other across the expanse. It is here that the majestic Tamsui River flows into the Taiwan Strait.
