During the Japanese colonial period, an aquatic products training institute was established here, undertaking tasks of aquatic product experimentation and crew training, making it one of the most important fishery administration centers at the time. After World War II, it was taken over by the Republic of China Navy, later becoming the office of the Keelung District Fishermen's Association and renamed the Zhengbin Fishermen's Association Building. In 2003, it was registered as a historic building in Keelung. The building's exterior walls are clad with architecturally valuable 'Thirteen-Groove Tiles,' which feature 13 grooves of varying depths, deliberately arranged in an alternating pattern of light and dark yellowish-brown tiles. Under sunlight, when viewed from above, it appears to have an extra layer of protective coloring, which also allowed it to survive the ravages of war and become a precious historical landscape to this day. After recent restoration, the building presents a new look. The restoration team used 'kiln-transformed bricks' fired in five colors, mixed and applied to the walls, creating a natural, harmonious, and richly layered brick color.
