The Hualien Railway Culture Hall was formerly the "Hualien Port Branch Office," responsible for managing the Hualien-Taitung railway and highway. It oversaw administration and supervised the construction and operation of the Eastern Line railway. After its dissolution, through the combined efforts of government agencies and the private sector, this area was registered as one of Hualien County's historical buildings. It was restored in 2003 and designated as Hall One of the Railway Culture Park. The old trees planted within the park have endured the passage of time and still stand, guarding this precious railway heritage site. Inside, the former director's office and archives have been transformed into various exhibition areas. The hall also offers a "costume dress-up experience," adding a unique touch of fun. Hall Two of the Culture Park was renovated from the former engineering and police sections, retaining early offices, detention rooms, and blacksmith workshops, exuding a strong nostalgic atmosphere. Additionally, to help the public appreciate the historical architecture and the old Eastern Line locomotive LDT103, which embodies the historical development of the Hualien-Taitung region, its appearance has been specially re-created with a timed whistle and smoke device to reproduce historical scenes from that era.
