Between 1709 and 1719 (48th to 58th years of the Kangxi reign), Shi Shibang (1671-1743), operating under the name of the 'Shi Changling' reclamation household, along with local gentry such as Huang Shiqing, gathered migrants to complete the main irrigation channels of the Babao Canal on the Changhua Plain. However, the Zhuoshui River's naturally rapid flow often caused it to form a network of braided streams with an unstable main channel. Its wide and shallow riverbed also made direct water extraction difficult, frequently leading to situations where there was no water for irrigation. Therefore, finding a suitable sloped location upstream to divert the river water into the canal became the greatest challenge. Eventually, a legendary figure known as 'Mr. Lin' provided a method, allowing them to overcome these difficulties.
